1. About KORUM

KORUM is a global talent discovery and confidential hiring platform operated by Worldhire Global Ltd, a company registered in England and Wales.

KORUM is designed for experienced professionals, recruiters, employers, hiring managers, executive-search firms, staffing organisations and other approved hiring users.

2. Global availability

During the Beta period, KORUM is available to eligible users in the countries and markets listed in Appendix A, subject to:

• account eligibility and verification
• recruiter and company approval
• applicable laws and regulations
• sanctions and restricted-party screening
• ownership and control checks
• security, fraud and misuse controls
• identity-verification capabilities
• technology and communication-provider availability
• payment-provider availability, where payments apply

KORUM’s legal and operational requirements.

Countries and territories listed in Section 4 are not currently supported.

3. Meaning of availability

A supported country or market is one from which an eligible user may be permitted to:

• create and maintain a professional or recruiter account
• complete an approved profile
• specify confidentiality and visibility preferences
• provide global mobility preferences
• discover or post relevant opportunities
• access confidential opportunities
• connect with approved users

use other KORUM features made available in that location.

Being listed as supported does not guarantee that every feature, subscription, payment method, verification service, recruiter, professional or job opportunity will be available in that country.

KORUM may require additional verification or manual review before permitting particular accounts, companies, job postings, communications or transactions.

4. Countries not currently supported

During the Beta period, KORUM does not accept new registrations or commercial platform activity from the following countries:

• Afghanistan
• Belarus
• Burundi
• Central African Republic
• Chad
• Cuba
• Democratic Republic of the Congo
• Eritrea
• Guinea
• Guinea-Bissau
• Haiti
• Iran
• Iraq
• Lebanon
• Libya
• Mali
• Myanmar
• Nicaragua
• North Korea, officially the Democratic People’s Republic of Korea
• Republic of the Congo
• Russia
• Somalia
• South Sudan
• Sudan
• Syria
• Venezuela
• Yemen
• Zimbabwe

These exclusions are based on KORUM’s current legal, sanctions, financial-crime, verification, security, governance, misuse and operational-risk assessment.

They do not mean that every person or organisation connected with an excluded country is legally sanctioned. They represent KORUM’s decision not to provide platform access in those jurisdictions during the Beta period.

FATF currently identifies North Korea, Iran and Myanmar as jurisdictions subject to a call for action because of serious deficiencies in their anti-money-laundering and counter-terrorist-financing systems.

5. Restricted territories

KORUM does not currently accept registrations or platform activity involving:

• the Autonomous Republic of Crimea
• the City of Sevastopol
• non-government-controlled areas of the Donetsk region of Ukraine
• non-government-controlled areas of the Luhansk region of Ukraine
• non-government-controlled areas of the Kherson region of Ukraine
• non-government-controlled areas of the Zaporizhzhia region of Ukraine

any other territory where providing access would breach applicable sanctions or legal restrictions.

Ukraine remains a supported country outside these restricted territories. Current UK sanctions guidance defines non-government-controlled Ukrainian territory as Crimea, including Sevastopol, and the non-government-controlled areas of Donetsk, Kherson, Luhansk and Zaporizhzhia.

6. Sanctioned and restricted persons

Being located in a supported country does not automatically make a person or organisation eligible to use KORUM.

KORUM must not be used by, for the benefit of, or on behalf of:

• a person or organisation designated under applicable sanctions
• an entity owned or controlled, directly or indirectly, by a designated person
• a person acting on behalf of a designated or restricted party
• an organisation established to conceal the involvement of a designated person
• anyone attempting to conceal their identity, location, ownership or controlling interests
• anyone attempting to evade sanctions or trade restrictions

any party whose access or activity would cause Worldhire or its service providers to breach applicable law.

KORUM may screen professionals, recruiters, companies, employers, beneficial owners, authorised representatives and relevant payment parties against applicable sanctions and restricted-party information.

7. China, Hong Kong and Macao

Eligible professionals, recruiters and organisations located in:

• Mainland China

Hong Kong; and

Macao

may register for and use KORUM, subject to the same account-verification, sanctions, security, legal and operational requirements applicable in other supported markets.

KORUM’s availability in these markets does not permit activity involving designated persons, restricted organisations, prohibited military end users, controlled goods or technology, or any other unlawful activity.

The existence of UK arms-related restrictions concerning Mainland China and Hong Kong does not constitute a general prohibition on providing an ordinary talent-discovery platform there.

8. Enhanced review

KORUM may place an account, company, recruiter, job posting or other activity under enhanced review where:

• identity cannot be reliably confirmed
• company registration or ownership cannot be verified
• the beneficial ownership structure is unclear
• the user or company may be connected with a designated person
• conflicting identity, location or company information has been provided
• the account uses unusual location-masking or circumvention methods
• the opportunity concerns a sensitive or restricted sector
• a payment, identity-verification or technology provider requires additional checks

KORUM identifies possible fraud, misuse, sanctions evasion or impersonation.

Enhanced review may include requests for:

• proof of identity
• proof of address
• company-registration documents
• beneficial-ownership information
• proof of authority to act for a company
• work-email verification
• evidence of authority to represent an opportunity

other information reasonably required to complete the review.

Providing information does not guarantee approval.

9. Global mobility and cross-border opportunities

Professionals may indicate whether they are open to:

• relocation
• international assignments
• regional positions
• remote or hybrid work
• opportunities in another supported country
• other forms of global mobility.

Recruiters may discover and approach professionals across borders according to the professional’s:

• visibility settings
• confidentiality preferences
• consent
• experience
• location preferences
• work-authorisation information
• global mobility choices.

KORUM does not provide or guarantee:

• immigration or visa advice
• visa approval
• work authorisation
• relocation approval
• tax treatment
• local employment-law compliance
• the availability or completion of an opportunity.

Recruiters, employers and professionals remain responsible for confirming the legal and practical requirements applicable to each opportunity.

10. Availability of individual features

KORUM may introduce or restrict individual features by country or market, including:

• professional registration
• recruiter and company registration
• job posting
• confidential-profile functionality
• recruiter connections and communications
• access to confidential opportunities
• identity, employment or career verification
• subscriptions and paid services
• payment methods
• mobile, email or messaging services
• Global Mobility functionality.

KORUM may permit basic platform access while restricting a service that is not legally, technically or operationally available in a location.

11. No representation of local corporate presence

The availability of KORUM in a country or market does not necessarily mean that Worldhire Global Ltd:

• has incorporated a legal entity there
• maintains a physical office there
• employs local personnel there
• holds a local recruitment or employment-agency licence there
• acts as the employer of a professional
• provides employer-of-record services there
• provides payroll, immigration, tax or legal services there.

Unless expressly stated otherwise in a separate written agreement, KORUM is operated by Worldhire Global Ltd, registered in England and Wales.

Worldhire may work with affiliates, operational-support companies, authorised partners and technology providers located in different countries.

12. Circumvention and false location information

Users must not attempt to obtain access by:

• providing a false country or address
• using another person’s identity
• concealing their actual location
• using a company in a supported country to act for an excluded or restricted party
• masking beneficial ownership
• using technical tools to circumvent geographic restrictions
• creating duplicate or proxy accounts
• acting on behalf of a suspended or prohibited user.

KORUM may suspend or terminate an account where location, identity, ownership or company information is false, misleading or cannot reasonably be verified.

13. Changes to geographic availability

Worldhire may add, remove, restrict or suspend access to a country, market or territory where:

• applicable laws or sanctions change
• security or political conditions materially deteriorate
• identity or company verification becomes unreliable
• payment, communication or technology-provider coverage changes
• local regulatory requirements cannot reasonably be satisfied
• fraud or misuse risks become unacceptable
• continued availability creates disproportionate legal, reputational or operational risk.
• The current supported and unsupported locations will be maintained on this page.

14. User confirmation

By creating or using a KORUM account, each user confirms that:

• their identity and location information are accurate
• their company and ownership information is accurate
• they are not located in an unsupported country or restricted territory
• they are not a designated or prohibited person
• they are not acting for a designated or restricted party
• they will not use KORUM to evade sanctions or geographic restrictions
• their use of KORUM complies with applicable law
• they will provide additional verification where reasonably requested.

KORUM may restrict, suspend or terminate access where this confirmation is false, incomplete, misleading or cannot reasonably be verified.

Where there is a conflict, applicable law, sanctions requirements and any signed commercial or country-specific agreement will take precedence.
